Unable to open msconfig windows xp

After pasting the application in the System32 folder, I'm now able to run the application by typing the command in the RUN window. How could have this application got located somewhere else? Why can't I run the SFC application in the normal manner? I am getting several errors when windows starts up. I am fairly certain I have several viruses.
