Unable to open msconfig windows xp

It would also pay to run a search on your computer first to see if it's hiding somewhere else, strange it seems to have gone missing? I searched my system and found msconfig. After pasting the application in the System32 folder, I'm now able to run the application by typing the command in the RUN window. How could have this application got located somewhere else? Are they needed or can I delete them. Similarly I'm unable to run the sfc application as Windows gives me the same error.

Why can't I run the SFC application in the normal manner? I am getting several errors when windows starts up. I am fairly certain I have several viruses.
